I have a question about this. When did Bush start briefing the Congress about this program? Was it before the NYT knew about it in 2004 and sat on it (stupidly) at Bush's personal request or afterwards? If it was afterwards, it would sure look like Bush started to inform Congress just to cover his butt.
 

The Daily Show had a great sendup of this. Someone asked him a question about education being cut, and he pretended not to hear and then mumbled something lame in response. Then, some lady from the Cattleman's Beef Association complimented him, and he heard that just fine. It's a miracle!

Dana, on your point, the DEMs he briefed were sworn to secrecy. They did object all right.
